Russell Deyo

From 2015 to 2017, Russell Deyo served first as the Under Secretary of Management and then as the Acting Deputy Secretary of the U.S. Department of Homeland Security, the third largest federal agency with multiple components, 230,000 employees and a $60 billion budget. His responsibilities were similar to those of a Chief Operating Officer, and included information technology, cybersecurity, human resources, budget and financial management, acquisitions and procurement, facilities, and security.

Prior to DHS, Deyo had a distinguished career at Johnson & Johnson. Starting as a litigation attorney in 1985, he eventually served from 1996 until his retirement in 2012 on the Executive Committee (EC), the senior management group responsible for the Company’s global operations. His first role on the EC was as the Vice President of Administration (1996–2004) with responsibilities for human resources, health, safety & environment, corporate procurement, quality, construction engineering, real estate, aviation and as chair of the J&J Contributions Committee. He thereafter served as General Counsel where he led legal affairs, government affairs and policy, health care compliance, security, privacy and aviation.

While on the EC, Deyo was a regular participant in meetings of the Board of Directors as well as of the Audit and Compensation Committees and served on the Public Policy Advisory Committee. Some examples of his activities on the EC include leading a strategic planning process on Company’s operations which resulted in a consolidation of manufacturing facilities, improved quality and substantial cost savings; creating a global Health Care Compliance organization to address increasing regulatory requirements; and leading the Company’s response to the terrorist attacks of 9/11 with respect to community outreach and short and long-term actions to ensure the safety of employees and the security of products and facilities.

From 1978–1985, Deyo served as an Assistant United States Attorney for the District of New Jersey including as Chief of the Special Prosecutions unit responsible for public corruption cases. He received special commendations for outstanding service from the Commissioner of Customs and two U.S. Attorneys General, including the Director’s Award for Superior Performance, a recognition awarded to only 1% of prosecutors nationwide.

Deyo began his legal career as Judicial Clerk for the Honorable John B. Hannum, U.S. District Court, Philadelphia, PA, and as an associate attorney, at Patterson, Belknap, Webb & Tyler, NYC.

In addition to being a Visiting Associate at Eagleton, Deyo currently serves on the Board of Directors for One Mind, and the Advisory Board for the Miller Center for Community Protection and Resilience. Prior philanthropic and professional associations include: the Business Council of the Metropolitan Museum of Art; Executive Committee, Association of General Counsel; Board of Visitors, University of North Carolina Kenan-Flagler Business School; Board of Directors of UnidosUS (formerly The National Council of La Raza), the largest national Hispanic civil rights and advocacy organization in the United States; and the Board of Directors, National Center for State Courts. He has also been a guest lecturer on corporate governance, crisis management and ethics at Columbia Law School and Rutgers’ business and law schools.

Deyo received his J.D. from Georgetown University Law Center where he was Executive Editor of the Law School’s International Law Journal, and a B.A. cum laude in government and history from Dartmouth College.
