Henry A. Coleman

B.A. degree in economics, Morehouse College; Ph.D. in economics, Princeton University

Henry Coleman is a professor of public policy in the Edward J. Bloustein School of Planning and Public Policy at Rutgers-New Brunswick. He was previously a full-time faculty member at Tufts University, and he has held visiting or adjunct faculty positions at American University, University College of the University of Maryland, George Mason University, the Rutgers University School of Business, and Princeton University. For almost 13 years, Coleman served as director of the Center for Government Services, then a component of the Bloustein School. At the School, Coleman has taught graduate-level courses on state and local public finance, American social policy, education finance policy, the economics of poverty, budgeting for public policy, and issues in income and wealth inequality, along with an undergraduate course on poverty in the USA.

On the federal level, Coleman was a Brookings Economic Policy Fellow, working in the Office of Policy Development and Research at the U.S. Department of Housing and Urban Development. He also served as a senior economist in the Office of the Chief Economist at the U.S. General Accounting Office – now the Government Accountability Office. His federal government service also includes having served as the director of Government Finance Research at the U.S. Advisory Commission on Intergovernmental Relations. In New Jersey, Coleman has served as the executive director of the New Jersey State and Local Expenditure and Revenue Policy Commission. He also served state government as the assistant director of operations and research at the Office of State Planning and as a senior policy advisor in Governor Florio’s Office of Management and Policy.

Coleman serves on the boards of directors/trustees of several organizations, including: New Jersey City University, New Jersey Policy Perspective, New Jersey Future, the Institute on Taxation and Economic Policy, the Fund for New Jersey, the Center for Health Care Strategies, and the Center on Budget and Policy PrioritiesA native of Atlanta, Georgia, he now lives in Woodbridge. Coleman is a graduate of Morehouse College, with B.A. degree in economics, and Princeton University, with a Ph.D. degree in economics.
